Abstract

This chapters analizes five decades of collective commitment to water management in Bilbao La Ria estuary, creating an institution for collective action to sanitize the estuary and co-mage the water and hydric resources adopted a long-term approach and building a set of complex infrastructures and Knowledgement Management to re-distribute and keep fresh and clean water for the population and the natural ecosystem. The Bilbao-Biscay Water Consortium was created in 1867 as a collective action institution which included particiaption by 19 municipalities across the estuary banks and the regions, together with regional and national governments. It represents an advanced and successful case of collective and adaptive water management reacting to high levels of water pollution that was seriously affecting human life and the region´s economic and social well-being.
